报错具体信息：

Caused by: org.xml.sax.SAXParseException: cvc-complex-type.2.4.c: The matching wildcard is strict, but no declaration can be found for element 'mvc:interceptors'

错误原因：

1、排查你的依赖是否存在

2、排查拦截器所在xml文件的头标签的版本是否和你的spring webmvc的依赖大版本是否相同

以下是我的配置信息：

mvc拦截器示例：

<mvc:interceptors>
   <mvc:interceptor>
      <!--拦截-->
      <mvc:mapping path="/**" />
      <bean class="com.b2b.interceptor.SubSystemInterceptor" />
   </mvc:interceptor>
</mvc:interceptors>

我的spring webmvc 的版本如下：

<artifactId>spring-webmvc</artifactId>

xml文件的头标签：

我之前的xml头标签版本是3.1，将版本跟spring webmvc的版本对上就可以了
