https://www.consul.io/downloads.html
1.下载完成后只有一个consul.exe文件，硬盘路径下双击运行，查看版本信息
2.配置环境变量：D:\Soft\JarConnBag\consul
3.进入cmd
consul agent -dev
consul就启动并且搭建好了
