1.先查看端口情况
通过netstat -ano,查看1521端口是否被其他程序占用；如果被占用几下进程ID
通过tasklist|findstr "进程ID" 查找到程序名，KILL IT;
2.如果端口并没有被占用
通过netstat -ano,查看1521端口是否被其他程序占用；如果被占用几下进程ID
通过tasklist|findstr "进程ID" 查找到程序名，KILL IT;
2.如果端口并没有被占用
通过 lsnrctl stop;然后 lsnrctl start; 关闭监听再打开就可以了。
