网上搜了一堆回答发现根本没用，最后还是我自己试出来了
解决方案：
我安装了tox==3.7.0后一直报这个错。可以用
pip show tox查看自己的tox 版本
把版本降到3.6.0就好了
pip install tox==3.6.0
reboot
tox.ConfigError: ConfigError: substitution key 'posargs' not found
